Everything I agree, except require job stone at lv 30. Sometimes you hit Lv 30, but you want to train a little more levels before doing job quest. I get my job stone at Lv 35 oftenly.Yes to all of this!
- Job Stone REQUIRED to queue in Duty Finder (unless premade) once you reach lvl 30
- All capstone dungeons of the current expansion should go into Expert Roulette
- ilvl synch on all duties should cap at that duty's loot's ilvl
- PVP roulette for all PVP modes

Let's you do Haukke Manor and below after you hit Lv30, won't let you do Brayflox' Longstop and above before you equip a job stone. Ensures players learn their job fundamentals from Lv15 and Lv30 class quest as well as Lv30 job quest.
You are still free to level using FATEs and do duties below Brayflox that way.
Why are you requiring job stone for Brayflox, which is Level 31? Sometimes people grind a little levels in Brayflox before doing job stone quest because job stone quest need concentration and maybe I am too tired to do job quest but can chill do Brayflox. Sometimes also the job quest require a few more grind so the boss is easier (the archer one is hard at Level 30). I think the requirement should start for Dzemale Dungeon, which is Lv 40, when everyone finished grinding the level they want."Job Stone requirement for duties at or above duty level 30".

Because players should be held to a reasonable standard and given the benefits a job stone provides (guaranteed quest-based actions for class & job, higher base stats) it is prudent to have it one anyhow. Your or anyone's desire to "grind levels" for minimal benefits does not outweigh the baseline benefits of having a job stone and the lv30 job quest done. Grinding levels without upgrading your gear and getting your job stone does little.Why are you requiring job stone for Brayflox, which is Level 31? Dzaemal Darkhold is Lv44-46, not Lv40. Even Stone Vigil, the dungeon that properly starts making use of tools, is Lv41-43. Many vital tools for early game are available at Lv30-35.
- Paladin gains Sheltron at Job quest Lv35, Warrior gains Thrill of Battle at Class quest Lv30.
- White Mage gains Cure II at Class quest Lv30 and Presence of Mind (speed up) at Job Quest Lv30, Regen at Job quest Lv35. Scholar is a Lv30 + job and not doing the quest at Lv30-35 makes you lose out on both your shield spells.
- many relevant DPS job mechanics get unlocked and built upon at Lv30-35, some jobs get their first AOE at Lv40 job quest (Dragoon).
I am sorry but the "I want to do the class quests once I feel like I comfortably grinded levels" doesn't hit because job quests get level synced and you only postpone the inevitable widening of the gap between having a job stone and not having one.
Completing a jobquest immediately and then having to hike back a second time after leveling up is a waste of time. The game already has enough 'teleport across the world and talk to a dude' moments in it that it's perfectly permissible to wait until you qualify for the next quest and save a trip.

Nah. I outperform 95% of roulette players just by maintaining uptime. Maybe if there were a job quest that taught about that it'd be worth doing right away.

What do you mean “train a little more”, your job stone at 30 is basically just a new skill, and half the time it’s just a free oGCD anyway, what are you training for
It's momentum. Sometimes you want to chill and grind for a little more levels before you feel "yes now I can do job quest".
