Can an expansion survive without a DPS?

I for one would be outspoken for a XPAC without any new jobs and a visual/gameplay overhaul of the existing ones. Many Jobs look dated and/or are screwed up now because of the many Gameplay / Play system changes and are in dire need of some work.
