PVP hotbar stuck on one class

Back when the PVP update came out (yes, I have been living like this for that long) I set my PVP hotbar corresponding to my main PVP class, reaper. This worked fine and succeeded.
However, I have lately decided "what if i went into PVP as other classes", whereupon I discovered that no matter what class I am or if I'm in the Wolves' Den or the PVP instance, my hotbar is always my RPR hotbar, and no other class's skills appear unless I were to go in and manually change each skill. Which would also make those, then, the only skills I could access no matter the class. This is a huge nuisance, especially when I mentioned this to a friend and found out that most peoples' hotbars simply automatically update to have their current class's skills.

Is there any way to reset my PVP hotbar? Is there something I can do in order to make it where if I go into PVP as AST, for example, it actually shows an AST hotbar, or do I simply have to set up like 20 different PVP hotbars to tab through for every class?

FWIW I play on PS4, so I use the cross hotbar and some button skills are set up differently, but any text commands would be the same if there's, idk, /unborkpvphotbar or whatever

In the settings, there is an option to share hotbars. See if you have it set to share, which causes all jobs to use the same setup.
