A new quest icon has appeared. At least new to my experience and I googled it and can't find it on the normal icon pages.

I presume it tells you that the NPC to actually continue in the quest is not actually that NPC the icon is above but found inside an instanced area or inside another area that you can access by speaking to them (in that case, Fortemps Manor), so that you know where to go (if you look closely, the icon to the top left is actually an arrow pointing diagonally).

But this would seem to be an NPC that takes me to see the Lord Commander and there is no arrow. ??
Oh well...
But of course. I have to click on a confirm dialog... So that';s the diff.
Woops. No. The NPC in front of Fortemps Manor has a confirm dialog too.
So there is no difference in behavior and the Arrow is missing from the NPC above.

The Temple Knight Guard starts a cutscene.
It's kind of annoying to see it at the airship landing all the time. I keep thinking it's a new quest I haven't picked up yet.
The House Fortemps Guard didn't originally have that icon, it was something they added later. He's not actually the quest NPC, he just moves you to the zone where the quest NPC is. They added the icon to help people find how to get to the quest NPC.
As people have already said that symbol is for NPCs with NO quest ties that port you to an area that either has quests or (in the case of the Doma reconstruction area and the further port to Bozja staging) leads to an area that then has another port to quests.
It can be rather annoying going somewhere repeatedly and all it is doing is pointing you to permanently available repeatable quests like Bozja relics.
