XVI crossover event rewards question

I'm going to keep looking and see if I can find anything definitive, and if I do I'll bring it up again.

I don't remember the XIII event (I don't think I was playing during that time,) but the XV event had its own vendor for the XV crossover stuff, which is why I started to wonder when the XVI rewards were just added into the base game. I'm going to be acting as if they're going to be gone when the event's over until I hear SE say differently, but this is the first time I recall them just adding seasonal event rewards to normal vendors so it feels like maybe it's different than a normal event. If it wasn't for that I wouldn't be questioning it at all.

As for the Regalia, I don't think you can get it right now even if you've done the quest? Since it was added to a special Garland Ironworks vendor that was added to the Gold Saucer for the event, but when the event was over they went away. I could be wrong, but I actually had an alt that didn't get the Regalia last time from not having enough MGP, and I didn't get it on them until the event happened again this latest time.

It just seems like conflicting precedent. On the one hand, seasonal event items aren't usually earnable in game after the event (though I think there's a vendor that still lets you turn in any seasonal currency you had left over for rewards still, and I know the Noctis card is just in the Triple Triad Trader's inventory now.) But on the other hand, they don't normally just remove items from a normal vendor either (with exceptions like when the item is essentially removed from the game like belts.) I could see it either way, and would just appreciate some clarification from someone at Square Enix.
