Or they could add a notes feature, which would be much easier to access or use than relying on macros with limited lines.
Yeah, they could. And if they did I think that would be awesome. But in the likely case that they don't, the option I described above can be used in the game as we speak. Sometimes when you don't get what you want, you have to be scrappy and find other ways to make the best of things.
Though that reminds me, as someone who doesn't have any free macro slots to devote to such things, another possibility would be to use that feature I never hear anyone talk about...what's it called again...? I literally can't remember. That thing where you can make in-game chat boards, those could probably also be leveraged for notes. Probably some advantages compared to macros and some disadvantages, depending on exactly what your use cases are. So that's another possible solution if CBU3 doesn't make a genuine notes feature.
