Square just needs to learn how to allocate funds properly more than anything. While it's possible that this may be repeated in future, whether or not it is "inconsequential" , and as to what "priority" it is for anyone other than you- is not yours to make.
As LuciferNacht has said, it's up to each person to decide how, when or if they'll order DT, and for some people what they read about billing and payment affects their decisions.

It's worth remembering that FFXIV only exists today because Square Enix took profits from other games and used those profits first to develop FFXIV v.1, and then to rebuild the game as ARR after v1 failed spectacularly. If they'd followed then the policy you're recommending now, there'd be no FFXIV and no profits to argue about.
What SE is doing now with portions of FFXIV's profits could be viewed as simply repaying a debt or providing a return on investment.


They do know how to, and guess what SE has more than one project going on, using some of the coin they got from FFXIV also mean they used Coins gained from other games to make FFXIV in the first place, as for value you get in FFXIV is huge, especially of you are a gamer that is in to multiple things, and nope the content does not have to be level 90 or 100 for it to work out it can just as well be 60, 70 or 80 content.
I just pre-ordered and got my in game items instantly after I entered the redemption code.
