What I like says might take a few hours to get pre order codes but now been over 13 hours and still no email with codes. Last expansion it only took 2 hours before getting the codes and bought it on first day pre orders started.

Last expansion they weren't requiring the payment method to be charged when the pre-order was placed.
This time they are. I read through the terms of sale notice and it sounded like codes would not be sent until they receive confirmation the payment method was successfully charged. That could take a while depending on the payment method used.
It's why consumers should read all the fine print before confirming and completing a purchase transaction (especially online). There is no legal standard for instant so the seller is allowed to state their own definition. So no 'next week" is not commonly thought of instant. What you are describing is a service delivery issue. The service provider is not able to deliver upon the expected level of service at present. It's NOT the same as your event example because of the advertised level of service in the case for the pre-order. It's on whomever delivers the server to expect a higher volume of orders during this period and adjust OR to not make promises that can't be met during this period. Otherwise it is false advertising, even if it is unintentional.
I went ahead and brought the terms of sale back up.

and4.2. Order Acceptance. After you place an order, the Store will display a confirmation message and you will receive a confirmation email that we have received your offer to purchase; this is an acknowledgement of your order and not an acceptance by us. We only accept your offer, and conclude each contract of sale for the applicable Product(s) in your order, when we have both: (a) dispatched the Product to you, and (b) received payment of the purchase price of the Product by means of the payment method you provided. We may cancel any pending orders (and any portion of an order for more than one Product) for any reason and at any time before our acceptance if we have not yet shipped the Product(s) to you. We may also require additional information from you before accepting your order. If we accept your order, we may email you a purchase confirmation notice providing relevant details on the purchase and a binding contract will form between you and us. If we are unable to accept your order because a Product is not available, we may notify you when it becomes available again (subject to your consent).
So they will provide the code to you immediately upon receiving payment in full. That is not considered unreasonable by any legal standards as far as I'm aware.6.1. Dispatch. We will only dispatch Products once we have received payment in full for the relevant Products in orders accepted by us. For digital Products, you will receive a link in the purchase confirmation email directing you to the Product’s key and allowing you to unlock and download your digital Product.
So the best thing to do is check your payment method and see if it's been charged yet if you still have not received your code.

While being aware of the TOS is always good advice, the point is that the messaging between how back-end payment system processing and orders are process and applied and the marketing page is inconsistent, and considering that that the message regarding "instant delivery" is front and center, I would regard it as misleading.Last expansion they weren't requiring the payment method to be charged when the pre-order was placed.

And yet if you click that so you visit the pre-order website, just about the first thing you see is:While being aware of the TOS is always good advice, the point is that the messaging between how back-end payment system processing and orders are process and applied and the marketing page is inconsistent, and considering that that the message regarding "instant delivery" is front and center, I would regard it as misleading.
in nice clear red text.Pre-order FINAL FANTASY XIV: Dawntrail to receive a number of bonuses ahead of its official launch! Register your pre-order bonus code to receive your in-game items, which will be delivered sequentially in-game.
Most advertising these days is misleading in one way or another. It's design to trigger emotions instead of consumer thought. Advertisers are generally very good at doing their due diligence to make sure what is shown won't result in legal trouble.
It's up to the consumer to do their due diligence to protect their own interests. People could try to sue about getting their pre-order bonus items 12-18 hours later instead of "instantly" but you're going to have a hard time finding a judge that won't toss it out and try to find a reason to fine you for wasting their time. You're not suffering any undue hardship or loss by the delay. Is it genuinely worth arguing about?
Especially since technically you are getting the bonus items delivered to your characters instantly after registering your pre-order bonus code on Mogstation. I haven't seen anyone yet state they didn't get their items right away once they entered their code.

I had no idea people that players were incredibly eager to get their earring for XP.

Did I mention suing anyone? No, I didn't. On the other hand, I find it very interesting that you're spending so much time defending what I would consider to be a very poor customer experience, whereas I would be more interested in providing clearer customer communications and selecting a better logistics provider. And yet if you click that so you visit the pre-order website, just about the first thing you see is:

I can quote the site as well, the site I'm looking states - all text in the same colour and the same font- so no CTA that draw's the user's attention to set expectations properly , and thus inconsistent messaging:
"Blue seas, clear skies, and boundless possibilities await in Dawntrail, the newest expansion pack for the critically acclaimed FINAL FANTASY XIV Online!
Explore uncharted territories with familiar faces as you discover new tribes, confront formidable threats, and expand your horizons as hope's light dawns once more.
"Pre-order to immediately receive the following digital bonuses:
Wind-up Zidane Minion
Azeyma's Earrings (including 30% EXP bonus up to level 90*)
Early access to Dawntrail
Please note that the Minion and Earrings will be delivered in-game to users sequentially, the timing of which will begin when your pre-order bonus code is redeemed. Early access will begin 4 days ahead of the official launch of Dawntrail."

I purchased the Digital Collector's Edition yesterday as soon as it was available March 26 at 9AM PDT from another online store that was not Mogstation/Steam. I immediately received my Dawntrail preorder/early access code (the one that comes with Zidane minion) after the order. I believe we are supposed receive another game code for Dawntrails right before the game is released on July 2. That probably includes the digital collector edition items like Garnet minion if I recall correctly.
In the past, I purchased Shadowbringers and Endwalker from the Mogstation and received the code almost immediately as well. Square Enix changed to another e-commerce platform company a year or so ago. Perhaps their systems are not used to the demand in processing orders.
Fried popoto enthusiast.

Got my code this morning. Minion & earring obtained. Weeeee
What the heck are people crying about?
I'm on the Helldivers 2 Discord. Someone there said that it's the most entitled game community on the internet. I said "Have you seen the FFXIV official forums?"
