1. I mined the the Salt rock at 15:15pm and by 16:20pm it still had not respawned.

Usually got to go and mine something else for a bit, such as seaweed.

I logged out after gathering the cotton patch, ran an alt for a bit, and when I logged back in (much later) the cotton patch had respawned.
But I don't know whether if it was the elapsed time or just the logging-out/loggin-in that caused the respawn.
Merely leaving the island and returning doesn't seem to respawn nodes.
Not sure whether doing a duty does.

This. It's not on a timer. As you collect more items, the previous nodes get replenished.

Collecting more items makes the older ones respawn. This is definitely the case because there are areas you can farm it in a circle. There just isn't enough Rock Salt to farm in a circle so you have to gather something else in between.

Logging out, leaving the area or entering a duty will reset it of course.

Doing any instanced content like a dungeon and then spawning back into the area makes everything refresh. I used to do this to get rock salt easier.

As others have said, isle Resources are not time gated, They respawn based on two factors

1. you've gathered up to 9 other items (Follows a cycle, 1-2-3-4-5-6-7-8-9-1Respawn)

2. you have reinstanced into an isle (this can be done easy by gathering a node or group of nodes, then que into the triple triad battle hall, then leaving, your nodes will be restored)
