Nothing deters power leveling. And who wants to sit in uldah watching 50 whms botting to raise their buff skills? I dont. Its a flawed system, which is why we got rid of it. Why in the world would you make ppl grind twice. If I'm X level I should be good for content outside of gear. Making me sit there and get my weapon skill x level, which might be hard to do in groups with blms burning everything down in 3 seconds is just lame. It only worked in XI because fights lasted a LOT longer. Doesn't work in a system like this without a lot of solo grinding and botting in town. And I really don't want to encourage moar botting.

As far as PLing goes, all you have to do is get a WHM to heal your party while you fight mobs way above your level. Thats how ppl got PLed in XI and it worked just fine. Powerlevelling has been around since the dark ages, there's no way to discourage it outside of not making it possible.
