FFXIV content directed all players to Uldah due to the Waking Sands quest. Because there were no chocobos or airships people just settled there and set up their retainers. Since everyone set up their retainers there, it didn't make since to shack up in another town because retainers need face to face maintenance to be a sustainable form of income. As a result all the other players who needed to buy things, ended up there too. Which instantly made the Immortal Flames the most popular GC.....
I think FFXIV: ARR should do its utmost to avoid having one "center of Eorzea" to give players more choice as to what place they want to make their own personal capital of Eorzea. Game systems, particularly the market system, should allow players to be able to access content on a daily basis without having to be physically present in a certain city.

If you think about it, Ul'Dah is also the center geographically (it's between the other two) and also for a long period of time had the best leves, the best grinding spots (coblyns and friends) in addition to having (I think) the best layout (Limsa is really confusing at first and Gridania is just a pain in the ass as much as I love it).I think FFXIV: ARR should do its utmost to avoid having one "center of Eorzea" to give players more choice as to what place they want to make their own personal capital of Eorzea. A world market rather than city based ones and more fleshed out beginner quests (rather than do these two things then go to ul'dah) should fix it.

Unless the city is redesigned from the ground up, and all of those pirates are somehow magically murdered during the time skip, NO.
Why would anyone want to go there, anyways? Ishgard will be the obviously superior choice, since it'll be a completely neutral city.
Ishgard or gtfo.
