Unlikely. You need 3 months of paid sub fee prior to Beta, and Beta is scheduled for October with a short Alpha in late September.
The cutoff was June 30th, anything after that is unknown since no one but SE knows if they had a cut off date planned for gaining legacy since it was a program mainly meant for those who stuck with the game for a long period of time, so even if there's still "3 months from today till beta" they may have cut off the possibility to new accounts after June 30th.

Long answer: You would have had to have your account created BEFORE May 31st 2012. You would have had to immediately bought the 90 package, which to my knowledge was discontinued this month, as the free month that comes with the game actually can prevent you from getting legacy depending on how close to the deadline you bought your account.
We know the alpha is planned in september. The beta would be in october I guess. If he register the game now, his 3 month payment would end in november (1 free month + 3 month) and that would be too late.
Fortunately, Legacy is not for new players. It's a reward for those who have stuck with the game through the good times and the very, very bad. It'd defeat the whole meaning of the word "legacy" to give it to new players, surely? =o

The Legacy Campaign is there to reward those players who stuck with (and paid a subscription for) the game back when it was not so fun sometimes. It is for those players who played it before they even suspected a Legacy Campaign would exist.
It is not a "sign up now for a cheap subscription" campaign.
