The communication of rotations is a community driven thing, but the creation of rotations comes from CBU3. When the combat designers at CBU3 design the abilities and skills and spells for a job, they most certainly understand that by doing so are simultaneously designing rotations. Because once the moves are finalized, it's a simple matter of calculation to determine what order and timing of usage will yield the most optimal damage.

I would presume that they also take into account that less-skilled and more casual players will use "good enough" versions of the rotations, but how explicitly they focus on such deviant rotations is anyone's guess.

CBU3 likes to play coy and act like anyone can play the game any way they like, and I do appreciate that they try to be welcoming and encourage players to relax and not feel like they have to optimize their rotations. But at certain levels of play you can't just hit any button you want whenever you want and expect to succeed, and it's at those points that optimizing to at least some degree is necessary to complete content. It would be nice if CBU3 did more to acknowledge that reality and provided better support in the game itself to facilitate growth for the players who are looking to grow.
