    Empty small plots in FC wards

    I think that if an FC plot remains vacant for many lotteries then that should serve as a clear sign that no FC wants it and it should be opened up for private bidders. The plot I am seeing in front of me has been empty since ishgard housing opened up. FCs simply dont care about smalls that have been vacated. Let other people have a crack at it.

    I think part of their goal is to make certain there are always some FC plots available for newly formed FCs to purchase. They have reduced the number of FC only wards since the lottery system started but certainly that reduction could go farther on many worlds.

    What they need to do is start reviewing the status of housing on a world by world basis and adjust wards accordingly instead of having most worlds with the same ward distributions. They had told us they would be able to do that yet at this point all we're seeing is one ward structure for worlds created prior to 2022 and a second structure for those created in 2022 and later.
