Syncing UI customization between two characters on the same server on the same system

The NPC to buy the issuance is at New Gridania (9.8, 11.0). If you /teleport to there and then look for the Grand Company hut to the left of the aetheryte, it's there.

Click the badges at the top (you are probably already on them since that's all you have access to at first), then click Materiel and look for it and buy it.

Not working for me. I'm right before the Quarter Master at the coordinates you listed and when I click on him there are no options that appear.

Oh, nvm, I am such a dummy! I was at the wrong NPC. I tried the OIC Quarter Master, when I should have been over a bit to the right at the SERPENT Quarter Master!
