Scholar quests are in dire need of a rework (and other job quests, too)

I've leveled multiple Scholar Alts in EndWalker and I have never seen Eos heal an NPC in a job quest. Spells like Succor also miss Alka Zolka and the like. I can only single target heal NPC's so to me it seems like the game does not consider NPC's as party members unless they are specifically placed in the party list.

Eos won't Embrace an NPC but the NPCs are still party members for the purpose of AoE actions. A quick search of "ffxiv scholar quest stormblood battle" yields plenty of examples:

Whispering Dawn and Indomitability


Fey Wind


Succor

Endwalker duty NPCs are still party members for RDM and sage AoE actions, so I have no reason to believe SCH AoE actions function differently to ignore NPCs.
