2. You are expecting to talk to Gyoshin, who has the quest "Into the Fire", so that you can rank to Sworn.

In order to get "Into the Fire", you must first max your reputation via daily quests. Have you done this?

If you have maxed your reputation, then perhaps you already started the quest. If you use a keyboard, you can press J to open the quest journal. There, you might already have picked up the quest several years ago.
