Merging both into just Speed is long overdue.

However that's the lesser of the evils, as they need to figure out how to make this stat actually desirable for more than just 2/3 jobs, because like the OP says, it is in fact one of the most interesting, alongside crit.

Seeing big numbers is impactful to the feel of the job. Seeing your cast bars/gcd go faster is also impactful to the feel of the job. However, I feel that as long as the game is leashed to the 2min meta, Speed will never see the light of the day as a general desirable stat, because of the drift it casuses.

Now, a stat like determination or even Direct Hit? Yeah, it works... but unless you're running a damage meter applicaton (which is against the ToS lol) you won't really see much of a tangible impact in short terms.
