This has been suggested hundreds of thousands of times over the years. This exact suggestion.
It wouldn't necessarily be useful though and here is why. When you spawn an S rank, for example by killing all 300 enemies in Mare Lamentorum, you have to find and locate the S rank. This means you fly around the area, look for it and travel to it. This can take a few minutes. Then you relay the information into linkshells. It takes about 2 minutes for people to arrive. By then, the 5 minutes of invulnerability is up.
Some spawners would deliberately spawn it and wait the 5 minutes before relaying, so that the invulnerability timer expires before people start server jumping, making it irrelevant.
There is really no reason for it on Forgiven Rebellion or Ker. The minion spawns act as advance notice it will spawn.

I've met plenty of spawners who don't like sharing their spawns with non-spawners. It's a really common belief that I've seen in spawners. Many of them share it reluctantly or to not cause drama, but they don't have much sympathy for all the non-spawners showing up to it and I could see some of them not being in a rush to share it before the 5 minutes.

i am not sure about euro and japan, but on aether, i never see spawner that holding their report, and i am jumping DC alot to clear my S rank archivement, on other hand i can count handful of name that usually early pull right when they arrive, some name i even met couple of year ago when i did eureka, and doing same shit, never see them helping in spawn anything
I particularly used to meet people who believed this on Crystal, before DC traveling. I've only been on Aether a few years (well, I was also on Aether before the DC split). They discussed the possibility of making them FATEs in the past due to how fast old hunts die. They said it was difficult because FATEs don't have a spawn condition system and they are separate systems. They didn't seem to rule out doing it, but they never did. I think it's just never been their priority.
I've joked that all S ranks should spawn with an "Enraged" buff that makes all their attacks lethal, and makes them immune to damage that lasts like 5 or more minutes. That way, there is a clear timer before they can be engaged with, and it punishes players on the spot if they pull an enraged hunt mark. They are supposed to be "powerful marks" after all. One of the big reasons why players are significantly more respectful of 'pull times' at big FATES like Archaeotania or Chi because it is really not practical to engage them alone. Another reason why toxicity is lower at FATES because the rewards are less lucrative than hunts so what could also help is to reduce the amount of tomes hunt marks drop, but that would likely be super unpopular.
