Not quite, it is actually a combined Tank-Healer decision, with the default being "try as much as possible and go from there". An inexperienced tank or healer can both reach a critical level of being unable to sustain the pull, usually due to lack of player experience and making the most out of their cooldowns, while a veteran tank or healer can make up for that with incredible resource and cooldown control.
A good healer takes note of the tank protection buffs in the hud. They will see how a tank uses them. And thats information they can use to decide to pull more.

An insecure tank just needs teaching to not be insecure. Far too often they dont realize that the healer was dpsing because the tank was just too slow. Yet being at half health, they think they cant pull more. As long as a tank doesnt notice he is getting spam healed, that should be an indication he went too slow, or is just restricted by w2w, or has that dps issue going on which caused the healer to being forced to resolve to GCD heals. And all they need to check after a fight is the healer mana (seriously, players ignore the hud too often. its there for a reason).

If a healer starts pulling more mobs, it should be an instant indication that the tank was underperforming towards the standard.
