The only way to skip the cutscene and still be able to restart it is to be on the correct job before the cutscene starts. Most (not all) cutscenes will let you accept the queue pop if you are on the correct job, and then you can restart the cutscene after you get out of your duty. If you queue for a duty, you should avoid starting cutscenes on the wrong job.
