dw, next time theres a fanfest pvp tournament go and play as reaper and win, they'll realize it's too op and nerf it to oblivion
If they do that people will instead use WAR, DNC or for singling out MNK. Guard having varied access of counterplay is important, what I'd rather look at is Plentiful Harvest turning the timer from 75s to essentially 45s and Plentiful Harvest CD resetting on death - so their LB is up very frequently.
FL has its own fair share of issues, like how Limit Breaks get to charge for doing nothing (a feature in all modes but more BS in FL), or a lack of CC resist to a type after suffering from one previously.
Short: The Hysteria and guard break is healthy, the low LB charge time thanks to Plentiful Harvest is not.
Honestly - try playing reaper yourself. It's not that broken because it only makes people one shot you if the whole team is already prepped a burst in advance - and synergy is everything in PVP.
Typically you see a DRK running towards you, in that moment DRG is already in the LB in the air. DRK uses salted, you guard, reaper breaks guard and immediately DRG lbs. These are the tell tale signs of a drk/drg/rpr premade and it's usually so obvious from far far away that you need to get back asap and make their burst count as little as possible.
If you are playing reaper pulling to the side and flanking is a good way or just teleporting back and then forward to counter hysteria after their burst as reaper on drk/drg/rpr combo also works very well to create opportunities. You can also hysteria the back line to make them miss the burst. Basically...as every class in pvp - limit break is only broken if team takes advantage of it and enemy doesn't see through it. You can also just play monk and make minced meat out of enemy commander or dedicate your whole queue to annoy the reaper by lbing them every time they come close.
The potential to break guard is the main value that TL offers. Outside of that, the burst window is diluted by being spread across multiple hits, and then you're stuck trying to chase people down with your melee attacks while they are under the Hysteria effect. It also paints a giant bullseye on you. Contrast that with the various single hit burst and instant death abilities that the other melee options provide without the same degree of signposting to your opponents. In some ways, it feels like PH is the real LB and TL is just there to break guard.

Lol. If you see a dk and reaper running toward You in frontline, you need to retreat. You eventually learn it after dying enough times.

Reaper is my only weapon against these pesky DRK Dragoon setups. I just have to hope the Server realized that i feared the DRK before he used Salted.
I ruined so many DRK pulls with that ult that i barely play anything else anymore.

Besides the CD time of the LB(which you haven't mentioned in your post so I will assume you didn't think about that), I don't see how the LB is any different from any of the other jobs that can take you out of guard. Especially when it's one of the pain pieces of utility that RPR brings to a group in PvP.
