They said the Fall Guys event will return at some point, but we have no idea when that will be. I assume you'll probably be able to obtain the glam items then. Likewise, the FFXV event has been in game more than once, and it's possible it may return again some day. And the Garo items... uh, those are still in the game right now, aren't they? I think they may have removed the NPC that sold them in the Gold Saucer for MGP, but unless I'm mistaken I think you can still earn them with PvP Wolf Marks.
If anything, it's a bad sign if those items ever go on the cash shop, because that's basically a guarantee they won't be earnable in game ever again.
They've said the event will be returning intermittently, so it's unlikely to go on Mog Station.
The Garo and FFXV outfits are likewise not on sale because they are ongoing and intermittently returning, respectively. No reason for concern at all.
Chances are, they probably won't be on the Mog Station for licensing reasons. The events are through contracts therefore limited time. If they were on Mog Station, SE would have to set up royalties, and whether or not that is in their best interest to do so, I wouldn't know since that depends entirely on the contracts they discuss with other companies. That said, for the same reason, "Licensing and contracts" it could be a pretty sizable wait before the items return.

i hope they stop adding collab stuff on mog and just bring back the collab
I wouldn't plan on it being added to the cash shop. None of the third party items have been.
Examples: you can't buy Yokai minions and weapons or the Dragon Quest helmet on the cash shop, and those were much older events
They are also events that come back every so often.
It might be about licensing, it might be just that they don't want to change it from a returning event to a "rewards are in the shop and the event is gone forever" event, as was the case for the FFXIII event.
The FFXI and FFXV events are handled similarly to the collaborations, so it's not just a matter of FF vs non-FF licensing.
I doubt they will ever put crossover items with properties owned by other companies onto the cash store. That's a nightmare in terms of licensing.
