    I think your personal experience with it hitting close to home is blowing the actuality out of proportion - If it's multiple individuals doing it for separate venues, then it isn't necessarily obstructive on play, it would just be an indicator of how popular that activity is.

    Granted, I do think approaching people in a non-consensual activity is a bit out of hand, especially when it references mature content for a 13-rated game, and whilst ESRB doesn't rate online interaction -- The interactions carried out online should be taken into account with this in mind - As per the ToS:
    Profanity and Offensive Language. You may not use profanity or any language that a reasonable person would find offensive. The Game is for players aged 13 and older. You agree to behave accordingly.
    You agree to act in accordance with that ToS - If you don't and if someone reports you, then it is entirely on you for ignoring that. Whilst this does apply to Profanity and Offensive Language, it would and should also apply to behaviorisms as well.

    and yes, whilst parental monitoring is crucial, ensuring that minors are not exposed to inappropriate content is a community/internet-wide responsibility. If issues were to progress, it wouldn't be viewed as "Well the parent should have monitored harder" - I would dare anyone in a serious situation to use that argument, and see how it works out.
