I wouldn't say it was purely meaningless. How do you know said people aren't dating/married in real life and are playing the game together as a couple. As a matter of fact I know a married couple who play the game they use the same last name as each other and I know they'd probably get married too in the game as well. Also if it shows in your information when someone checks you that you're married to so and so (if they did something like that) it is less of a chance for some unwanted attention.
Easily achieved with a personal 'check' message (something like the bazaar messages in FFXI)
There are thousands of other things I'd rather see the dev team work on before they even think of building a "BBF stamp-of-approval application and ceremony system" for the game.
