recently bought a new pc and everything working normally but after playing for a few days this problems happen

Edit: i forgot to mention i got the occasionally "A fatal DirectX error has occurred.(11000002)" then crash
Edit2: the directX error happen more often now after i start this thread, like 1 min in game then error
Edit3: it's crash in 10sec i'm unable to play ffxiv now
Edit4: just deleted the game and reinstall but ended up got the "Unable to download patch files [30413][25008][10009]" i'm really tried and tired now
Edit5: the game ask to change password every reinstall is really annoying
Edit6: now i'm stuck between "Unable to download patch files [30413][25008][10009]" or "Unable to download patch files [30413][20496]"
Edit7: ok i get past the horrible long reinstall experience but those black squares flickering still happening all the same. what do i do? stop using directX 11? i feel it's gonna crash any time soon again
Edit8: it's directx11 crash again and i cant disable it cause it's use directX9 instead and i dont even have that lower version
Edit9: since i cant play the game and no one can help me yet so i'm gonna give more detail then, which nothing much but better than nothing. so i used to play this on i3-540 / GTX 950 / wins8.1 with no problem but i think the dx11 error happened twice a year, not really sure. now i bought new pc with i5-13400F / RTX 4060 Ti / wins11 then got this problem. it's really bad spent a lot of money to not be able to play the game and no one can help me fix it... wait am i post in a wrong forum or place?
Edit10: so with the help of my dear friend, i reinstalled the whole windows. after deal with the "Unable to download patch files" problem(that's doesnt matter). my screen is flickering with these black sqaures like crazy but no "A fatal DirectX error has occurred.(11000002)" crash yet. i'm considering quit the game after my sub run out if i cant fix this, better keep my eyes sight for other thing

Have you updated all your drivers inc graphics card? maybe you miss some drivers (from windows)
(I have no clue about PC, but i know outdated drivers tend be an issue)

Next, edit an old post you've made already, and then right click in the text field where you type your message and select Paste and update the post.

They will ask for it as it shows potential issues they automatically troubleshoot through, such as for example in yours, you have the game installed on your D Drive, they will ask you to install it instead on your C Drive, as the game often has issues using external or secondary Drives, this is a fairly rare issue and is Windows 10 and 11 related, as these OS's have many security options for folders and permissions.

I would install the game on your C (Same Drive as the OS) Drive to test if it's the issue, as most DirectX problems stem from the game files being corrupted.

If that changes nothing, try installing it on a removeable USB type storage device.

my drive C and D is practically the same thing at this point and i doubt changing drive gonna fix graphic problem especially i just played it normally on far far worse pc and also on this pc prior to the problem. isnt install on drive C and removeable usb the whole different thing? anyway the most big issue is i dont wanna deal with unable to download patches problem everyday

I would copy the game directory, basically the "D:\SquareEnix" folder, it should be around 75.2 GB, copy it to a removeable or different drive than the OS so you won't have to ever re-download it, you can simply install the game using the standard ffxiv.exe, which is only a 15mb install, then copy and paste the SquareEnix folder onto the freshly made SquareEnix folder that the ffxiv.exe made.
Doing so is fast and negates ever re-downloading through the launcher.

The game defaults to the C drive for a reason, you had to have selected D manually.
I'm just saying, as the Moderator will ask you to do this.

Have you tested any other games?

I should mention though, I would copy a fresh install, not a previous not working one, as that would be of no use.
