There are also low level duties involved that could also use a boost. That Heavensward sprout could have gotten some extra motivation to unlock Qarn (hard) or Wanderer's Palace (hard). Same for Stormblood Free Trial players and all the Stormblood duties.
Instead both get told "finish EW for its final dungeon lol", which will help neither that dungeon nor any other duty queues, including the ones for duties they might be able to do. They'll either do a popular duty they already have access to or start living in the Gold Saucer, maybe go Ocean Fishing every two hours.
