If you can’t fill those queues you are proverbially useless to the system. If you have alts in HW or early SB nothing you have unlocked needs help being popped so the system “doesn’t see a need” to reward you for it
Because players who aren't to those points in the game yet are still going to want those rewards. Sure most of the rewards can be obtained through other means but certain rewards like the Carbuncle earrings are tome event exclusive and not tradeable. My first tome event happened while I was still in Post-ARR and I grinded in Praetorium for DAYS to get the tomes necessary to get the 100 tome reward from that event. And when the best option is grinding Praetorium for tomes, it just seems like a no brainer to alter the system such that they're able to actually make use of the Mogpendium. Save them a run or two, what's the harm?

Like vetch says, it doesn't deprive the other players of queues for the Four Lords or Ivalice raids, because characters who aren't there MSQ wise yet, alt or main, wouldn't have been in the pool for those queues anyway. It just makes it to where characters aren't locked out of these rewards and actively punished for having not made it to that point in MSQ yet.
