    It would need to be by unlocks and not by msq. Eden per example isn't part of the msq.
    But yeah they really should figure out a way to do it sooner than later.

    Well you can do Eden 1-8 immediately after you beat Hades and finish the quest Shadowbringers, and 9-12 should be available after Seat of Sacrifice and relevant MSQ... With MSQ progression, it'd be more based on what you CAN unlock.

    Indeed. It's ok (and maybe even the point) to give people an extra reason to unlock side content. This side content should just be within reasonable reach and that's what tying it to MSQ progress would be good for.
