Granted, there's way less optional content available at that level range and there's no way they'll put Coils of Bahamut into this event. But they could have tossed in a level 50 Hard dungeon or primal fight, at least for a one-time weekly challenge.

Fufulupa? I mean, you have to finish a level 17 MSQ first, and he has a very short side quest you have to do first (it literally takes like half a minute). Then he should give the option to play Triple Triad.
I could not access it on 3 low level characters ranging from level 40-49. Yes they have triple triad unlocked. SO there must be something else
