If you can’t fill those queues you are proverbially useless to the system. If you have alts in HW or early SB nothing you have unlocked needs help being popped so the system “doesn’t see a need” to reward you for it
Systems should serve people, not the other way around.

ARR players queueing for ARR duties doesn't deprive ShB queues of players because ARR players were never in the pool for ShB queues to begin with, and it makes the ARR players happy because they get to feel like they're participating in the event and earning rewards. It's only when ShB players are incentivized to queue for ARR duties that ShB queues can conceivably suffer, but targeting the mogweeklies at one's MSQ progress solves that too.

It's a no-brainer.
