    I don’t see why they should change it

    The treasure troves are designed to fill the queues of lesser completed content during the lull and you are awarded old items for it (why they always put the MSQ roulette into it I have no idea)

    If you can’t fill those queues you are proverbially useless to the system. If you have alts in HW or early SB nothing you have unlocked needs help being popped so the system “doesn’t see a need” to reward you for it
