Instead of a chance to make a HQ which often doesn't matter what the % is. How about threshold levels for each item to get HQ'd.

For raw materials crafted into processed, maybe a threshold of 350 would work? While flawless pre relic parts at 650 or 700? All you have to do is reach the level of quality the item requires to make an HQ. Not sure what is planned for 2.0 but the chance system is kinda stupid with so many 90%'s not turning and seeing so many single percents.

If this is introduced there will probably be alot of tweaking at first.
