It would be stupid to put something only a minority can do, even moreso with the limited timeframe. Giving a challenge that is accessible to pretty much everyone makes the most sense for that type of event. The rewards are also mostly towards newer players given their nature (will only get MGP and maps - got all the rest save the necklace).
Edit: Surely as someone experienced with the game you were not serious starting this thread and I consider it a troll thread.

Well... it *is* supposed to be accessible. Even if it was The Weapon's Refrain (Ultimate) it would still be way over what a mogtome event would entail.
Why not both ? You could either complete the challenge through ultimate or ocean fishing. Once again why making a choice when the obvious answer is both ? Same solution with the relic grind for the people that have no interest in doing it, just spawn a tomestones NPC somewhere and put some work in creating a better eureka/bozja area for people that enjoy it.
If they were going to make it a combat challenge, to keep it accessible it probably would've been an Extreme Trial not an Ultimate one.

There's people already complaining that the ultimog is too hard as well, which I could understand if you're not 80-90 FSH, but I'm already seeing people in different discords screeching over it. Like one person who apparently had 90 FSH, had 2 spectrals, could not get it and threw a fit.
The fact that there's an achievement for getting 20K points in one ocean fishing run should probably indicate that if 8K is difficult, they're doing it wrong...or they got insanely unlucky.
Would've been cool if they added an Ultimate or Savage synced clear and set the reward at 1x tomestone, just to see what happens
