Not everyone is a crafter. They're better off winning the item instead of a recipe they can't use.
Having to farm combat content in order to progress with crafting content is also annoying. Been there, done that in WoW. It was a pain in the butt there and did nothing to make that game more fun. It wouldn't be any better here.

That would depend on drop rates and/or the materials needed to craft the items. SE's got the ability to adjust things as they want when it comes to rarity.
