Yes they were; because realm reborn had a denser populstion of enemies and powercreep wasn't astronomical like post heavensward.Nah, they weren't ever dangerous, just annoying.
As for the open world thing, I don't think it would work in the modern MMO. Not because of a lack of interest, but because of how old open world MMOs functioned. Just look at XI and NMs for instance. You had people botting claim just to have a chance to get loot. Can you imagine that in XIV? Or, if they made them like fates, youd have it even worse than hunts if world bosses dropped good loot.
GW2 annihilates your arguments as far as "open world can't work"
Because FFXIV an RPG with social features, not an MMO. In a single player RPG, you generally don't go back to the old areas once you complete the story there. That's what this game is.
They're scared that people will complain that the open world's too hard and it needs to be nerfed. Look at how they took away Field Exploration after Bozja gave people some kind of a challenge.
People love to complain when the game gets a bit challenging... I miss the good old days where if you was bad at something, you would practice to get better at it

The overworld in FFXIV has never been particularly threatening. Back in 2014 when I made my first ever alt I leveled Gladiator to 15 and got some standard NQ tank armor for it.
I proceeded to go on foot from Ul'dah through Northern Thanalan, through Mor Dhona, through Coerthas, until I had looped back through Gridania and into Thanalan again.
I got every aethereyte on foot within a half hour, and even when I got agro'd by level 49 monsters, I could live through a single hit, so I only had to outpace them by enough that I could afford agro for one hit.
They gave us a taste of a dangerous overworld in the Eureka zones, but at the end of the day, those wind up being solved equations and you just walk by the sleeping dragons etc.

"I thought that my invincible power would hold the world captive, leaving me in a freedom undisturbed. Thus night and day I worked at the chain with huge fires and cruel hard strokes. When at last the work was done and the links were complete and unbreakable, I found that it held me in its grip." - Rabindranath Tagore

The field areas in XIV haven't been scary and dangerous since A Realm Reborn.
And even back in the 1.X days, it was only select areas guarded by monsters above the player character cap that gave that sense of danger.

With the amount of time and resources that goes into making the new zones its sad and a waste that most of it is flyover content after a month. If they don't plan on changing anything, then I'd be happy with the zones being half or even a quarter of the size and give me more content somewhere else.
100% agree, Zones dont need to be massive to be good
It's always been bad, but I can't think of an mmo that does a really good open world that isn't hurry up to the rare spawn. Maybe steal Wow's world quest system, but even then, mmo worlds always feel flat. I'm not defending 14. I think our open world is awful, but I don't think off the top of my head I can say this game is better. Even games like GW2 have a good ideas and then ruin it by making it a chase the rare spawn mini game.
