You can get one weapon a week in savage.

You "can". It's unrealistic. The expected value is something like (1/19)(1)+(7/19)(0)+(11/19)(1/8)+1/8 weapon each week, which adds up to an expected value of 1 weapon every 4 weeks. This assumes that nobody already has the weapon for their job, that everyone will Need on any weapon they can, and that everyone will Greed on any weapon that they cannot Need. In practice this value will be slightly higher because some people will have the weapon already and some will be uninterested in off-job weapons; however it is still far less than 1 weapon a week.
