FATEs are fun sometimes, but I don't want to be required to do them when I don't want to, which is what's going to happen if there are consequences for "failing". A.K.A. everyone's moved on from this zone and there's barely anyone around to even do FATEs.

Or hey, I was in this MSQ quest cutscene and was unable to go do that FATE, now everyone who comes to the zone in the next hour is going to be punished for something they never even had the option to help with because they weren't here.

I come to a zone because I wanted to gather something, now I have to sit around a half hour waiting for that specific FATE to respawn so I can help fight it, because whoever was here before didn't do it for whatever reason?

Game features where you have to do something to avoid punishment aren't typically very successful (remember the reframing of "fatigue" from playing too much at once into bonus "rested EXP" for being offline more, people like the new way much more even if it's functionally identical) and especially so if that punishment is very likely to be due to the actions of random other players you likely won't even interact with directly!
