I mean, until spell/skill speed directly benefits cooldowns, the devs stop the 2m meta and snapshotting especially for DoTs, and add other stats like E.G. elemental shaman having mastery that caused it to repeat the GCD multiple times on a single cast, while also making crit not exponential in scaling, there is always going to be a BIS with very, very little wiggle room.
Hell, the devs have gone out of their way to make it so a BLM can't stack crit in a spell speed build. The devs are also knowledgeable enough to not really put that much skill speed on scouting gear so they're definitely aware of how classes play. They either refuse to, or outright can't, fix the problem. Even something as basic as moving crit scaling to direct hit while removing the mini-crit that is dhit would at least open up some options.
I wouldn't say sks is reasonably viable on SAM. You have 3 sweet spots, which is certainly more than most classes, but you otherwise build for a crit/dhit/det build. This is a lot more than, say, a SMN that basically builds for 2.46-2.48, but is nowhere close to a BLM that has at least 5 optimized sweet spots ranging from a fire 4 cast time of sub-2.5 all the way up to I want to say 2.72.
I hope to be wrong, but I am expecting to not be. The devs struggle to make viable builds beyond crit/dhit/det and, after 5 years of this being the meta, I'm truly not expecting anything different on a build that is probably going to shoot for somewhere adjacent to NIN's playstyle, so relatively higher APM meaning a lot of oGCDs.
DirectHit being the critical damage multiplier stat is kind of a cool idea, I like that. Gotta choose between critting more often or have them be stronger. At least on some jobs you'll value one more than the other. But they'd both remain king essentially.

Also they do go out of their ways in other ways at least in endwalker for how they give stats to gear. Like more often than not the gear with speed baked into it is feet and hand slots, maybe legs if caster/healer. At least from my experience.

For leveling it won't matter. If Crit stays the same as it has then Crit will still be king. As it stands now it's Crit > Det > DH > SKS for pretty much all DPS jobs right now. Obliviously SKS will take priority if you are trying to reach a certain GCD.
