I think the idea that hard work should reward you with high DPS makes sense, but this game balances jobs with consideration to personal and party dps. It's going to be the same with Pictomancer and casters most likely-- it isn't going to DPS like BLM or Res like the other two so it will be some kind of happy medium of dps/support. I've already seen people saying Picto is DOA because of this but most people in this game do not seem to play roles based on how optimal they are at any one metric. As long as jobs feel good to play and content is clearable, most jobs are going to be played most of the time. And that's the best result the team can hope for.
