Will luminary tools scale with cap raise?

Or they might just leave it as a status symbol that you finished that achievment and continue to release new and better tools.

level cap raise = new gathering spots and crafter recipes = new achievements = new achievements reward

Say, to obtain the luminary tool 2, you need first all achievements for luminary tool 1 and then all the new achievements (something like 6000 syntheses with level 51-60 recipes)
