Will luminary tools scale with cap raise?

Wondering if the Luminary tools will scale up with level cap raise or if there will be someone to upgrade them? Some of the tools take a lot of work to get and it would be a shame if they become worthless after cap raise. Would like to see a dev comment in about this.

I recon you'll see more classes to level rather than a cap rise anytime soon, but good question i would also like to know how they will handle this in the long run.
