This. Square Enix isn’t a large company like Blizzard. We can’t expect World of Warcraft levels of budget and commitment from them. Final Fantasy XIV is a much smaller game from a much smaller company.
They can use AI to fill in the mundane filler dialogue, hire the voice actor for the unique bits. AI is good, but not that good to fully replace a human VA yet.
It's not that simple. There are already lawsuits trickling through courts about use of AI to replicate the voice work of professional voice actors without the consent of those voice actors. For now, it's very much a legal grey area.
As you say, AI is not that good to truly replace a human VA yet. I don't think large companies like SE are going to want risk their relationships with the major voice acting studios and guilds, especially considering the serious respect accorded to voice actors in JP.
Size of the company is quite irrelevant. The only important question is if the extra development costs would be followed by a corresponding increase in paying players. Square Enix has almost certainly done that analysis already, and reached the conclusion that it isn't worth it.
