Making "everything" voiced would mean less money spent on other things.

While it would be nice to have a lot more content voiced, it is highly unrealistic to expect it.
It would also end up very generic. When I played ESO, there was lot in that that I found was voiced. But I also found myself hearing the same voices over and over and over again on different people. When someone is voiced here, they feel much more unique.

I'm ambivalent on this. Yes, of course I want more voiced content. I don't need it in literally every quest, but it certainly does makes the story more enjoyable and makes encounters cooler and more exciting. Can you imagine the Zenos fight without "A TEST OF YOUR REFLEXES"????

On the other hand, yeah it's expensive. It takes more time. You have to do it in every available language, and you have to do it RIGHT or else it actually has the opposite effect and harms the quality and perception of the game. There are a few voiced scenes at the end of Coils of Bahamut, and in my opinion they are absolutely pathetic and without a doubt the worst voice acting in the whole game.

Yeah, that's a Bethesda thing. They have literally every line of dialogue voiced in all the Elder Scrolls games (well, at least from Oblivion onward). It's a nice thing to have, but it does come with the cost of the player feeling like there's only like eight or so voices in the whole world that all NPCs share. I don't think FFXIV needs to go that far. They are getting pretty good at voicing a lot of the important MSQ moments, as well as select other scenes and battle moments. It feels like they're integrating more voice work with each expansion, to a reasonable degree. If every single NPC and quest dialogue were voiced though, it would be a disaster.

We'd also lose some of those tells that someone isn't just going to be a throwaway character. When Erenville was voiced I remember thinking that this guy was going to come up again somewhere.
