Emanation shouldnt take that long to que for, even at off hours. With that said, there are alternate ways. In addition to the Duty Finder and its random matching, the game also has a Party Finder tool(which is under the Party menu, rather then the Duty one). You tell the game what content you want to do(in this case Emanation), and it opens a party that anyone who has access to that content can join(along with advertising your group to those looking). You have the choice to wait for a whole party and do the fight normally, snagging a couple helpers and queing for the fight(more party members will speed up matchmaking), or snagging a couple helpers and running the fight "Unsynced". Unsynced means that you go with your full level(as do your teammates) and with the group as-is rather then waiting for more - though, in exchange for giving up the level sync the rewards for clearing are smaller(no exp for the clear, less or no drops, etc). One or two helpers 80+ would easily get you through this fight if you did decide to go unsynced. And lest you think no one would want to help, helping a player get their first clear gives some small bonuses to the party(bonuses are synced or unsynced). And finally, if you are in/can join your servers Novice Network(a chat channel where in-game Mentors can assist newer/returning players) it should be easy enough to ask for assistance and get some volunteers.
