I would argue with this to point out there is other content that players will also not get with large levels of effort/perseverance.

While you might not be able to walk up and get a large 30 emp whenever the lotto comes up; one WILL come up and you do have the ability to bid on it. I see this how I cannot simply queue up "The Omega Protocol" and walk out with my funky glowy weapon; likely I will spend weeks hitting this and as such it might seem "unfair" that I don't have the coolest looking new glowies.

Thats how I see the general housing complaint while many often misrepresent the argument "there is no available housing."
That said I would be fine with a instanced housing solution I would limit it to 1 per world (like privates are currently limited) and basically have a exit point from each city that puts you on your lawn.
As for FC housing however I wouldn't implement Instanced housing for FC's; my reasoning?
1. Instanced housing would free up existing housing.
2. A FC can already secure a desired plot when it comes up provided they have the money and membership. If you can bid 40+ times on a lot then your in pretty good odds.
3. To prevent every single player from running a private FC farm; or multiples depending on how you interpret SE's meaning on FC ownership.

Doing that the Ward players still got their ward house; but going forward there would be no more "private only" wards. Add a few more wards for good measure.
