Unable to Glamour

I bought The Eastern Ladies Toga Set and can't glam because it says it's to low level.I have glam'd this item on an even higher item in the past. Has glamour changed in the past two years ?

Are you trying to glamour a high leveled item onto it by mistake? You may have the item you want to glamour onto, and the item whose appearence you want to use, reversed. That set is level 1 glamour gear (in other words, it has no base stats), so unless you're glamouring a level 1 piece of equipment onto it, it will throw up that error.
