Micro stutters on new computer

Just got an Acer Nitro 17, and I downloaded the game. I really wanted to get into and play it again. However, I noticed that every moment or two, a small skip in the frames. It makes it really hard to enjoy when I have a regular micro second of skipping. I have tried changing the frame rate, turning off the frame rate, running AMD's vertical sync, and changing from Fullscreen to borderless window. Nothing seems to work.
