It's technically optional, but if you don't do it you won't unlock flying for that zone.
There are of course optional dungeons in every expansion, but I believe that's the last one that ever appears during the leveling process. The rest are at level cap.
Shishui is the same thing. Optional dungeon but required for flying in Stormbloodie
WHAT! Yea my mind is blown! I do every expansion on release and every quest before I progress the story so this is absurd to me.. imagine being a player missing out on one of the most beautiful dungeons out there..
I kinda like that it's optional from a story standpoint as you're just some refugee in a strange land that Ishgardians are hesitant to trust. It's like you're just, well, being an actual adventurer for once and are just poking around.
Unfortunately it means not everyone unlocks it which is a real shame since it's a great way to level up early on in said expansion.
Probably. However, I have always been fully aware of it because I don't usually forget little details like that.

That's the leveling dungeons that are optional. Obviously, there are many patch dungeons that are optional as well.
I assume you weren't referring to these, but just in case they are Amdapor Keep, Pharos Sirius, Copperbell Mines (Hard), Haukke Manor (Hard), The Lost City of Amdapor, Halatali (Hard), Brayflox's Longstop (Hard), Hullbreaker Isle, The Tam-tara Deepcroft (Hard), The Stone Vigil (Hard), Sastasha (Hard), The Sunken Temple of Qarn (Hard), The Wanderer's Palace (Hard), Amdapor Keep (Hard), Neverreap, The Fractal Continuum, Saint Mocianne's Arboretum, Pharos Sirius (Hard), The Lost City of Amdapor (Hard), Hullbreaker Isle (Hard), The Great Gubal Library (Hard), Sohm Al (Hard), Kugane Castle, The Temple of the Fist, Hell's Lid, The Fractal Continuum (Hard), The Swallow's Compass, Saint Mocianne's Arboretum (Hard), The Twinning, Akadaemia Anyder, Smileton and The Sigma Dreamscape.

If they ever remove that mechanic from that dungeon I will sunder everyone in Eorzea and then myself.
I don't see why NPCs couldn't handle "go to fixed position when boss casts this spell".
The only challenge would be for players to not try for the same box someone else is going towards, which is already a thing in solo duties. (There's one point in the Lunar Odin fight that is simple if you go to your intended position but a mess if you take Thancred or Y'shtola's designated spots.)
