Cannot start Ul'dah quest "A Royal Reception" in New Game+, no quest item

1. Enter New Game+, play chapter 1 of an Ul'dah starting character up until quest "A Royal Reception"
2. New Game+ does not give quest rewards or items
3. I destroyed my original quest earrings "Voice of the Just" ages ago
4. Quest NPC Bartholomew will not let me into the banquet without having the earrings equipped

Additional information: I don't know if it makes any difference to things, but when I first played through this questline in the original game I was an Au Ra, not a Miqo'te.

Playing on any New Game+ doesn't give any rewards / items.

You can get those earrings from the Calamity Salvager, who stores some past quest rewards that can’t be reacquired elsewhere.
